What causes a trolling motor to lose power?
That being said, things such as water in lower unit, short brushes and even the magnets loosing some of their “magnetism” (not likely but a possibility) can cause it to lose power. An amp draw test with the motor under a load (in the water) and on high will tell you.

Repeat ever couple of hours or when you notice a power drop. If one battery drops more than the others, that one is probably bad. If the batteries are being charged fully, start the day at the same voltage and discharge equally, then they are probably all worn out. Just a regular voltmeter.
How long should trolling batteries last?
6-8 hours seems reasonable with an older motor. Battery group size could play a role in life but on a 12v older power drive a 24 to 27 group battery running between 6-8 hours is in line with where you can expect yourself to be.
Can you run trolling motor out of water?
Your motor is cooled by the water around it, while running it out of the water for a very short time would be OK, it would take a long time to drain the battery much running the motor out of the water with no load. Why risk damaging a very expensive TM to just drain the battery down.
